It’s a way of fighting puppy mills. Puppy mills (or puppy farms) are commercial dog-breeding facilities that have generally poor conditions. It’s like a factory for quick-breeding dogs. These facilities are more concerned about profit rather than the welfare of dogs, so they live in terrible conditions with improper medical care.
